DSC_0551Leh: 14th January,  2012 - (Visit Ladakh) - For effective realization of “Ladakh 2025 – Vision for future development of Leh district” , the Chief Executive Councilor, LAHDC, Leh Mr. Rigzin Spalbar today took a meeting of Councilors and district officers to deliberate upon the proposed framework for perspective plan for 12th FYP under the district plan.

Addressing the meeting, Mr. Spalbar said that LAHDC with a view to translate the developmental aspirations of the people into reality and to lead the region towards progress and prosperity, is fully committed for rigorously implement on the Vision Document “Ladakh-2025” in its letter and spirit. Expressing pleasure over the development of a framework for perspective Plan for 12th FYP as per the promises enshrined in “Ladakh-2025” which has come as a result of series of deliberations among the Councilors and sectoral officers, CEC said that once a broad agreement is reached, this framework will be shared with the State Govt: as well as the Govt: of India for funding. Showing satisfaction over the departmental efforts on developing their “Narratives” with proposed strategies for strengthening sectoral plans, Mr. Spalbar said ” we have now reasonably a  clear idea about what we actually intend to achieve ”. CEC was optimistic that efforts and perspective plan of LAHDC would get a positive response and supports at the State as well as at Govt: of India level. Mr Spalbar urged upon the Councilors and Sectoral agencies to be prepared for putting more hard efforts  to effectively laid out the plans and programs in place before the commencement of 12th FYP. He hoped that the 12th FYP i.e 2012 to 2017 would be a productive one and remembered for development and prosperity of Leh district.

Earlier in his welcome address, the Deputy Commissioner and Chief Executive Officer, LAHDC Mr. Tsering Angchok on behalf of the district officers assured that there would be left no stone unturned to achieve the goals of “Ladakh -2025”. DC said that Vision Document is Ladakh specific with considerable emphasis on sustainability with local resources. He said that Ladakh-2025 provides a frame work for the development of the region in a manner that allows the people of Ladakh to integrate with the modern world firmly rooted in its unique cultural heritage. Mr. Angchok urged the district officers to bring innovative schemes in their perspective sectors in the context of “Ladakh-2025 “  which clearly stipulates for over all development of the region on need basis and area specific.

On this occasion, Mr. GM Sheikh of TATA Institute of Social Sciences gave a detail presentation on the proposed framework of perspective plan for 12th FYP.

The Executive Councilor, CAPD Abbas Abidi said that though the Vision Document was launched in 2005 by the Prime Minister of India himself releasing a token money of Rs: 10.00 crore and assuring further supports for implementation of the documents but it was unfortunately not implemented for five years. He welcomed the efforts of CEC, Rigzin Spalbar for revitalizing these important documents which pledges all round development and prosperity for the region within a time frame.

Many of the Councilors and district officers also shared their views and vision with constructive criticism in order to implement the “Ladakh-2025” in a effective way.
